Productivity Improvement -- Too Good To Be True?
Labor is the largest controllable expense in a distribution operation often representing over half of the operational cost and other than electricity the only truly variable expenditure. Common knowledge amongst experienced engineers is the fact that people only yield 65% productivity when working outside the visibility of a labor management system and when not being held to an individual engineered labor standard. Furthermore, experienced engineers also know that given an effective pay-for-performance incentive system built on engineered labor standards and governed within a labor management system, people will produce 15% to 25% more work than those not on an incentive. A limited number of engineering firms can develop discrete engineered labor standards on any given labor management system. Engineered labor standards development is not taught at the university level any longer. Most Industrial Engineers receive less than a semester of text book training on the subject and none receive any practical training. Most consulting firms sell their engineered labor standards services utilizing “gray hairs,” but then send in their apprentice engineers to actually perform the work. Provided the customer gets a 10-15% improvement in productivity (leaving the remaining 35-40% on the table) everyone is generally happy (especially the workers and their union). The firm makes a large margin on the novice engineer’s time and the customer walks away with a healthy improvement in productivity. Like software, not all engineering firms are created equal.
